<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN><SPAN>This feature class identifies all of the river and drainage rates schemes of Horizons Regional Council. If a property falls within a rates scheme, then it will be charged an appropriate amount of rates. The rates are generally based on the level of benefit that a property recieves from Horizons Regional Council river or drainage protection (eg. stopbanks) or maintenance (eg. cleaning drains). A Scheme (eg. Lower Manawatu) is broken down into a Classification (eg. Flood protection) and then a Differential (eg. F4). Classifications are catergorised by their rate type. Rate types are either Area (ha), Capital Value, Land Value or a Uniform Rate. Each differential (eg.
