This feature class identifies all of the river and drainage rates schemes of Horizons Regional Council. If a property falls within a rates scheme, then it will be charged an appropriate amount of rates. The rates are generally based on the level of benefit that a property recieves from Horizons Regional Council river or drainage protection (eg. stopbanks) or maintenance (eg. cleaning drains). A Scheme (eg. Lower Manawatu) is broken down into a Classification (eg. Flood protection) and then a Differential (eg. F4). Classifications are catergorised by their rate type. Rate types are either Area (ha), Capital Value, Land Value or a Uniform Rate. Each differential (eg. IN,F4,DR) incur a specific rates charge that is dependent on the Classification rate type.<\/SPAN><\/SPAN><\/P>

This feature class is one of four rating features classes. <\/SPAN><\/SPAN><\/P>

1) Rating_SchemeBoundary (Full scheme boundary)<\/SPAN><\/SPAN><\/P>

2) Rating_SchemePohanginaOrouaAccretionControl (Specific classification for PohanginaOrouaAccretionControl only as accretion areas are assigned specific VNZs)<\/SPAN><\/SPAN><\/P>

3) Rating_SchemePoint (Contains two classifications only, (a) Lower Manawatu House Protection SUIP (b) Tutaenui Detention Dams)<\/SPAN><\/SPAN><\/P>

4) Rating_SchemePolygon (Contains all other schemes and classifications).<\/SPAN><\/SPAN><\/P>
